There’s a hierarchy

  • Mechanical
    • Investigation
      • Observation
      • Inspection
    • Modification (permanent changes that cannot be undone without another effect)
      • Copying
      • Reviving
      • Killing
      • Healing
      • Damaging
      • Inheriting
    • Status-changing (temporary changes, usually buffs debuffs, but also things like access to neighborhoods etc.)
    • Obstruction
      • Blocking
      • Protection
      • Immunity
      • Delaying
    • Manipulation
      • Redirection
      • Diversion
    • Rule-changing (most commonly these are like godfather, miller, framer, tailor, etc. that change the way the game usually works (but all of those are peeks). commuting often falls under this category)

So every thing is Mechanical; Observation and Inspection are both Investigation and so on. Effect types are covariant and not contravariant i.e. an Inspection effect is also an Investigation effect and a Mechanical effect, but an effect that’s strictly Mechanical isn’t considered to also be any other effect type.

Independent actions are ordered randomly during resolution. Actions that depend on another action resolve after the action(s) they depend on. If actions mutually depend on each other, the action that’s lowest in the hierarchy resolves first (rule-changing resolves before anything else in those instances, diversion would beat redirection, redirection would beat blocking, etc.). If mutually dependent actions have the same “weight” (literally just whatever the lowest effect the action has in the hierarchy), they both fail to resolve and game reverses their use (it’s like they were never even submitted from the game’s POV).

That’s the extremely short version.
