I’m trying to download a game off Steam, when I first started the download it was going at a totally reasonable looking speed, when I checked later it was going at, like, 200 to 300 Kbps, which is obviously not workable for downloading a game that needs tens of gigabytes

I paused the download and ran a speed test and my download speed is theoretically 96.35 Mbps

is there an obvious cause/obvious way to fix this?

It’s likely because you have a HDD and not an SSD

This happens because Steam compresses the game and sends it in chunks which your computer downloads fully as chunks and then decompresses & extracts, and your computer is getting bottlenecked at the decompression stage because hard drives are absolutely terrible at doing anything with high quantities of files
