I guess the main thing I object to here is your statement that “punishing players for playing the game (by punishing spam) is bad” – I think it is worthy of punishment, and you expressed otherwise earlier.

Eh, they don’t really work as a deterrent in my experience because its existence and restrictions are not public until its dead and which point, it’s no longer capable of acting (unless backed up but who would do that?). Having the existence of these things be public is… potentially fine, but then the spam vigi part can become inconsistent and you don’t want that unless it’s a percentage thing and that’s sort of weird because everyone can be posting a reasonable amount and yet they still die.
