Arturo had the same avatar as Cornelius Turner for whatever reason at E1. Oliver saw a star at the fort and named it Epsilon though he didn’t recall the meaning behind it. Oliver had a mother and a sister, who both thought he was still in the west working as a cartographer. Based on context clues, Arturo seemed to no longer be able to contact with his parents, leaving him with only his brothers.

Oliver got Arturo to “lend” Oliver ink, quill, and paper to send a message to Oliver’s family. I’m not sure whether he actually wrote it for them or not, because Oliver encountered Silas and ended up chatting with him for the rest of the night.
