In my experience, most setups have a few “driving ideas”, core concepts or roles I am excited for and wish to see play out, and much of the remainder ends up feeling harder to get through without inspiration. When I find myself surrounded by scraps, I often try to combine them together into something more interesting.
It is also important to keep in mind that if you are designing closed role madness, a driving idea is not a setup – a mafia game lives and dies by how the individual roles play, feel, and interact. If it feels hard to finish up a setup with an exciting core idea, maybe that idea needs to be modified to allow for more creativity within or inspiration for the rest of it.
