It depends.
Dosa and idli are made with batter.
Pani puri uses chutneys and chickpeas.
Samosa primarily uses potato and peas alongside other vegetables, then wraps it up.
Vada pav and chaat masala are like pani puri with yogurt and other things in a bowl. Used to go to a place that sold samosa chaat, which uses a samosa as a base instead of pani puri.
