Negative. beancat can invite players to the hood, but no player “owns the hood”. You all own “the ability that lets you access the hood”.
The hood in this game is unbounded by any player. Though… functionally speaking, I suppose I have made beancat’s ability appear as if “the one who can invite other players is the owner”. It wasn’t intended to be that way, but I guess your interpretation is valid.

Because that in itself would confirm the existence of the passive. I need people (e.g., Mafia) to be able to bluff (or rather, be paranoid) about having abilities that lets them learn other players’ abilities (i.e., Ability Cop).

I’ve had players misunderstand what their role does…also the player we compare you to once didn’t read the part where it said he lost his investigative abilities if he claimed them and claimed d1 for no reason…
