If you claim blackmailed, you won’t get any challenges, thus you probably die to blackmail.
If you claim intimidated, people who are blackmailed, will challenge you, surviving the blackmail. (what you don’t want to see in this game.)
They are multiple other nuance reasons, but these two are the most relevant, which always were used as a guideline.
