Yep. It was Chef / Recluse that Kelsier told me in the end.
Told me that they were involved with a double claim D1 during a conversation but didn’t say what of.

Travellers count for the purposes of the King and whether the dead outnumber the living. This is, as far as I can tell, the intended way to run it (as the token doesn’t specify against travellers as the SW does).
