if you are specifically the mutant you cant claim mutant - everyone else can claim mutant lol
The mutants ability is that they may be executed if they claim

I feel as much of an asshole as Frostwolf,
except with less blaming others’ gameplay,
and more complaining about the game itself,
and how people play it.
One might argue: “Then why did you join it,
if you’re not going to like it anyway?”

Are you blind? I said he didn’t claim Mutant to me, so unless you have mech proof that Jarek is Mutant, then obviously he lied to you about being Mutant! (Either that, or he lied to me. Which
