The strategy I use is to copy it and scale it down in a separate file, then export that and expand it.
i just cant get enough control there. i like having multiple layers of blur, probably with some noise on the back layer too. maybe even a slight grey outline to really emulate the compression

if you compare the a you can tell its a slightly different face, as well as the text being slightly too dark (i shouldve lightened the top layer to counteract the layers of blur underneath, or lowered its transparency slightly to make it appear as if one piece of text was degraded naturally)
