PCs have 5 fatigue slots by default, but arenât automatically knocked out when they reach 5 fatigue (they can mark conditions to stay in the fight until they run out of conditions to mark), NPCs explicitly donât follow the same rules as PCs

from a numerical perspective PBTAs (including the ATLA one) typically have you resolve rolls by rolling 2d6 +/- some modifier (relatively small), with 2-6 being a failure, 7-9 being some sort of mixed success, and 10+ being a full success
