it was brute forced pretty much but heres how i brute forced it
Summary
if you try all outside on the top left (first thing i did) you end up getting this, which isnt possible because of the bottom one on the top right (theirs also a problem w/ the bottom left). this tells us it cant be all top, ie 2 things have to be in the middle in the top left
if we want to fix the immedient issue on the right we first move the bottom one inside, which gives us this:
easiest way to fix this is in the top right (b/c you have two things you kinda need to hit that you cant there you move the outside one on the right inside inside, which gives us this
from here, theirs only two real things that work in the bottom left since you have to hit both of the x spaces - so you just try both of them and its solved pretty much
obviously an insane amount of luck tho b/c i think i hit everything correctly the first time

Basic: I’d feared so much that I couldn’t find the optimal path that I just ended up submitting my answer expecting a non-perfect answer. When I saw my score, I felt so… so relieved.
Bonus: I tried my best. I did not see the optimal path of contracting the northwest and west in exchange for the southern expansion. I will have to be satisfied with [perfect minus six].
