I think that’s the implication.
Technically Tutuu or Tepig could still be evil, but the latter expended a real jailkeep so I’d envision Tutuu as the likeliest weak point there and the rest of us as truthsayers.

You prevented any and all visits on Luka, I bypassed this anyway, Luka shot Garfooled and learned Tutuu took no actions because Tepig jailkept Tutuu.
