Magnus using dark voodoo magick, either by their role or whatnot, to choose tutuu, and sends Luka over there, bypassing the commute. Magnus thinks this checks out based off their role

Luka doesn’t see anything because of a moderror, but shortly after, is informed that Tutuu didn’t visit anyone because of Magnus’ ability to make them use an investigative action. Tutuu didn’t action cause tutuu was roleblocked
