This referendum is, frankly, useless. The lottery draw has little to no appeal to anyone who doesn’t identify as a gacha gamer, as the buy ticket opinion gives you the same odds as genshin impact (considering you can buy multiple tickets, this p2w feature needs to be removed). Any player with sense would spend on boosting their ITA damage instead of gambling.
However, I believe the city council elections are a good idea as this encourages actual townplay, a rarity in mash. I hope this playerlist makes good use of this feature to read the game for town and put town on the council.
Overall, this referendum gets a 6/10 - the ITA is useful, but the gacha ticket mechanic is akin to gambling. Spend wisely.
