I don’t agree, both with the choice to vote for the forms, nor the concept that agency and control is inherently townsided. Things being more chaotic and less controllable is very often in town’s favor, in my experience

Town getting a few extra damage points on their shots is inconsequential, a powerful single use item in the hands of a town could very easily send mafia spiralling. And again, i doubt the mafia will spend their many of their Nyacoin on either option.

eh wolves have full knowledge town have itas tomorrow and are likely already coordinaring and trying to get some wolves into good positions to control shots. they have full knowledge.
if a townie gets a lottery win wolves have 0 knowledge as to what it is and cant play around it. knowledge = power.

For what it’s worth ITA damage just means if wolves are coordinated they can kill us faster. It’s not like, even more optimal, speeding up the game usually benefits wolves.
