yes, utility isnt supposed to overlap and having 2 janitors is kinda too strong because it fucks with flips too much. 1 janitor is already a decent gain for the wolf team.
on average its 1 janitor + maybe a 1 shot team janitor that you can use on a wolf
but its never like 2 janitors that can be used at the same time on anyone
