is universal basic income the consensus referenda pick

sidenote - do we think the referenda is a game mechanic or a player/role mechanic? the note accompanying each has felt good in terms of advice, but if it’s coming from a player, I am vaguely paranoid it’s from mafia. specifically giving me echoes of the choose your own adventure event where there were two choices, one was right and one was wrong, and each side had a player who was trying to convince the rest of the party to vote correctly or incorrectly.
