I think I am misclearing Hippo, outside of his mech (claims miller) he is willing to throw Rue under the bus but doesnt jump on the wagon until more town are willing to vote here, demonstrating by May by showing how it is done before moving the vote back to Catbae
As I mentioned before, Hippo is showing TMI on Day 1 from voting at Rue and snowe especially when snowe wagon is building up. He is also shown voting okazo and relm (before wisdom) I think they are town nased on these votes

I suspect he is partnered with Jarek from his interactions and may have faked his visit to May and instead poisoned the good king for no reason.
