Presumably whoever attacked the King, unless they have bleed immunity.
I see, Hazard’s claim seems checking out. In practice, if two players visited the king at that time then the bleed priority goes to non-unseen player, given the king got killed then its clear that BD is suffering.
Chances are the duke is still out here?

Multitasking is not even possible to begin with, so if Hazard’s legit, then we have a Sibyl. ('Cuz we can’t have Maid tailor + Heroine + Alchemist + Bleeder, when there are only three starting BD.)
Since Sibyl has Prestige, we can’t have Alchemist, meaning the one who (fake?)bled me should have been a Paladin.
(Unless quicksearch fails me, because I was searching specific words -e.g., ‘bleed’ and ‘cure’- which was why I didn’t see ‘heal’ in Sibyl’s Priestess card.)

In your world, MKP and Amelia are either [Astrologer and Heroine] or [Heroine and Squire].
If you were to add my info of me getting bled N1, then the last Blue Dragon should be either [Paladin or Alchemist]. Alchemist has access to Sibyl’s Major Arcana cards, but if Sibyl is in play, then there can be no Alchemist.
Kelsier got Death card at N2, while Hazard got Priestess card at N1. Multitasking is not allowed, meaning that if Hazard’s claim is true, then there should be no way of Alchemist (1) bleeding me and (2) giving Hazard a Priestess card at N1. Ergo, there should be a Sibyl and a role that (fake?)bled me, and because Sibyl has Prestige, that role has to be Paladin.
So like… Do you think Daeron is the Paladin?
'Cuz I’m already struggling a lot having to figure out whose words I should follow, while also being aware that in everyone else’s eyes my claim of getting bled N1 is as uncertain as your MKP result and Hazard’s N1 claim. (And the proof of me not being trusted is because I got sentenced by the Duke at N2.)
