Didn’t she literally cause chaos at EOD1 with that very ability? Afterwards, she could simply use her ability again at night to prove she has a Messenger ability.
However, please do remember:
As a setup designer, I think that Town Messenger is too weak in this game. I think Messenger is a Key Page ability, and I think Rue is Mafia.
