When we say “The game can end today,” it means there is a way for the game to end at EoD.
ELo encapsulates this, but it also includes the possibility that as a result of day actions, the game is guaranteed to end as a result of actions during the night.
The game can end today.
Additionally, it is ELo. Because there are fewer than 10 players, votes are locked.
