This is hard to fermi estimate, there are not any… great proxies for how many domains can be registered. A hospital needs to have a certain number of patients to stay open and everybody needs a certain number of hospitals.
Domains… people can just register a thousand domains without much cost or anything, and they can just Exist without ever being interacted with
