no no no one is named good king and one is named evil king so one is obviously better and one is obviously worse
if you play everything literally completely straight, the Unseen are fighting against a system in which:
- the best-case scenario for the criminal justice system is that they technically do have trials, but people are often convicted for reasons like “when asked what they did the previous night, took a couple of seconds to respond” or “asserted that they were a knight, while in fact being a knight”
 - a nobleman put on trial is substantially less likely to be executed than a maid
 - a member of the royal family can drag someone away to a dungeon and murder them on no evidence, and this is just de facto fully legal
 
…and also their plan is “maybe if we kill random people eventually we’ll fix our society”, which literally cannot be achieved while more than a handful of people live
if you play everything completely straight with an Evil king, this is all true, but also the Unseen are ?rebelling against themselves?
a proper, non-virtuous tol dnd thing also almost certainly puts the unseen against the cult as well
