If the group were BD, I would expect that the challenge the unseen would pose would mainly come from their organization and subterfuge
A sort of LE-type threat
Cult could be another, but I find going with a different style to their challenge is more enjoyable
Regardless, I tend to figure out world stuff first
I figure out how the world stuff might affect things like ‘why a movement like the unseen would even get off the ground in the first place’
It’s a generally fun exercise
life pro tip: if you set up the kingdom to be oppressive at all, the players are very likely to try to overthrow it

imo any ToLish campaign should probably be reckoning in some way with conversion (otherwise you’re just doing generic medieval fantasy)
obviously allowing conversion on party members can Cause Problems, but I think you want – a sense that even if an NPC was trustworthy and helped the party previously, that might not stay true
