So far my top lead is:

but after thinking about, this one is a bit misleading, since it inspire people trying to break rules, which isnāt really my original intent.

Iāve played a card game called āMaoā before where the objective is to determine the rule of the game so you can win, and then the winner gets to add a new rule (itās named as such because āauthoritarian with secret rules that keep changingā, though I canāt find much in the way of Mao specifically doing this than just bulldozing them). Maybe something along that line?
