I presume you aren’t discriminating against Monsterkind by assuming only humans count as people in the realm of Undertale’s canon, and instead maintain the illusion that a Monster must be sentient to constitute as a person. However, we’re also discussing UTY, so I’m allowed to use UTY reasoning, which explicitly shows regular animals coexisting in the Underground (ergo snakes/snails aren’t Monsters), as well as normal canon which shows rocks exhibiting personification and intelligence. Presuming your axiom to specify Monsters can be people, the Trihecta are personalised humanoids with childish demeanours and the ability to express fear, and therefore constitute as people.
You’d have a harder case proving Litten as a person.
