now you can use it only for passing off quick messages unannounced
longer chats have to be in an announced whisper
what made it change
having any sort of unannounced unlimited whisper succumbs to the neighbourhood chat effect of people being more likely to post there than in thread
so making you have to jump through hoops to do that makes conversations like that more purposeful and promotes solving publicity wihout removing unannounced communication completely
