I think Honkai Star Rail’s dev team has discussed that they start with the characters’ story significance, then pass a file on the character to the gameplay team, who try and create a moveset that fits with that character’s role in the story.
There is probably also a step before that where the story team is told, “Hey; we’re planning on releasing this many characters in this patch, so plan accordingly,” and they work around that limitation.

Honkai is less mysterious to me because they have, like, a story and plot and shit. It’s still a wild kind of development-by-committee and I still find it quite interesting, but the thing with MajSoul is that there is no existing plot/story to fit these characters into, they just release the most random-ass characters and I’m like WHERE IS THIS COMING FROM

With regards to Mahjong Soul, I imagine they start with a basic character outline, create the design, then flesh out the character’s actual backstory.
