Mafia probably weren’t aware D2 the fact that the blessing make people awaken their abilities, so they probably thought they can hide the fact that snowe visited Hazard.

It was a N2 action that was blocked. It’s a somewhat complicated one and not relevant, given that it would have shown public evidence if it did go through.
