Based on what sort of things the girl seems to be paying attention to, and the gestures she and the boy keep exchanging, it seems pretty likely that she’s Deaf. Deaf humans sometimes communicate using sign language (the most popular variant thereof is actually Varisian, but there’s no reason someone Brevic couldn’t use sign language); depending on the specific person, they may or may not be able to read lips, and may or may not be able to speak.
