the 4-kill faction’s thing has to be one shot
even if it’s conditional, then there’s no way it can happen more than once in the game

Neutral killers aren’t in the game
It’s some sort of scum
there’s multiple factions that work against the scp foundation
there’s the global occult coalition (people trying to kill scps instead of contain them)
there’s the chaos insurgency (former scp soldiers who are trying to destroy the foundation)
there’s the scps themselves (which aren’t really organized, but are usually trying to escape)
there’s the serpent’s hand (which… I don’t really remember what they do 
)

Neutral Killers are basically neutral players with abilities to kill, so I don’t believe eevee is at fault here.

So, this is an SCP, but considering this is a bastard game. Either faction could be affected. But it looks very selective that they decided to kill off Wazza and Wind.
But for some reason decided to go for YBW.
