10% for all facist cards
60% for 2 facist and 1 liberal
30% for 1 facist and 2 liberal
chance of drawing 1 liberal is 90%

so if everyone is telling the truth, then that means yes we just win I think if we just shuffle back and forth between the people that pass Jedi polices at this stage, when does the deck reshuffle?

  1. Statistics and probability
  2. Whichever team gets the first and second pick for president/vice

It reshuffled when ther is not enough cards for the next government.
(without topdecking, it is the 15th card.)

But only the discarded cards get reshuffled into the deck, none of the played policy cards. Making the new deck containing only 12 cards.

You can strike out of probability, because of the jediā€™s final saving line with the veto power.

And Iā€™m 66 percent sure that at least one Sith vice-chancellor discarded a Jedi, but claimed that they discarded a Sith.

It works after 5 Sith card is played.
And just the Chancellor can use it, and only if the vice-chancellor is allowing it.

Now that I think on it, I think that wind saying they got 2 sith 1 Jedi is almost clearing for them since they could have easily discarded the Jedi that was passed down to me and then just claimed 3 sith.
