In the case I brought up, if I were Sith with Cape on my team, and handed him two jedi cards, it would obviously mean I discarded a jedi card and had gotten JJJ. Why would I, as a sith, ever discard a sith card and then hand my own teammate two jedi cards?
Itās relevant because if you receive two blues/jedis, you always force by discarding a red. Unless you want to lie about getting two blues.
Did she give you two Blues Cape?
My point is I would only lie about what I gave to Cape if Cape is on my team, because he very obviously knows for a fact what I gave him 
And regardless, it doesnāt clear me, but from my perspective it clears Cape.

A Sith policy has been enacted. There are now 3 Jedi and 2 Sith policies enacted. Also Litten has the investigation power.
I had 3 Sith polices and then got mocked for doing what I was told
Chances are someone is lying about what they received then cuz the chance of me getting 3 Sith is really low 30% if everyone told the truth
