If you mean Cape vice-chair and windward chancellor that can happen, since that would mean I fail/Lucky fails/Cape succeeds which would not incur the 3-times clause but would be quite risky, since if Cape is actually Sith and doesn’t choose windward and/or some village idiots decide to vote no on that government then we’re kinda fucked

I would recommend taking the risk on my government since we do have some wiggle room and trying to confirm me, then going to the Cape/Windward government next.

Impossible. Cape can’t be in government if they’re in government with you.
We can’t let cheese enter government and force a Sith policy. Cycle over to Windward/Cape.
