This vote appears to have been made in response to the wagon, rather than just being a mindmeld or something. Evils usually tend to vote in the middle of a wagon, because people pay attention to the starts and ends of wagons.
A characteristic forthright claim of being evil is usually ignored, and seen as too much of a danger for evils to do, that this very behaviour is often attempted by scum looking for town credit.
