fwiw thats also a much less obvious and also harder target
opportunistic thievery almost always happens based on something being a perceived easy target and a bag that could be unwieldy enough to slow somebody down in a chase is usually not the go-to, especially when it might not have anything valuable whatsoever

Why would I care about a law defending criminals?
If they don’t try to steal my stuff, they have no reason to think I have anything dangerous.
And if they stole it and got hurt in the process, good luck for them proving it was actually my thing that they stole (and indirectly admitting thievery.)
