Ok, yeah, if we played Silence at start, we’d not have CP to stop Marissa from taking the Midwest on her turn: she’d play a card for the Campaign Points (likely a 3 CP card), spend 1 to get into the Midwest, and attempt to take control there.

Looking at the electoral map, I’d say Missouri-Illinois-Michigan for the Midwest and New York-Pennsylvania for the NE.
Could replace Missouri in the Midwest for New Jersey in the NE for the three extra electoral votes, but I don’t think those matter too much.
