could fill 3 in the south on unclaimed ones. They might not IMMEDIATELY “get it”, if they think we just feel confident now that that -5 in the south card is out of play. They will probably try to counteract gathering momentum but again we may get some event plays out of it

I think we play Quemoy and Matsu aggressively in the south this turn. Either we:
Force Kennedey to shore up the south and make it useless to use momentum to trigger Gathering Momentum
OR
Put ourselves in a position to use Whistlestop to flip the region

Definitely puts the ball in their court and forces them to campaign if they want to prevent our gathering of momentum
Their boost is a little tough, They can probably beat us if they try, but the hope is that perhaps they are going to be forced to do some good events for us
