I don’t know for sure, but:

  • it’s from one of the Cheliax (Lawful Evil devil-fascist country) books (though not all the spells from those books are [Evil], and this one is suggested to predate the Infernal victory)
  • the name of the spell is “Signifier’s Rally”, which I expect refers to Hellknight signifiers (Hellknights who can cast magic); although not all Hellknights are Evil, they’re definitely more likely than random chance to be

so my guess here is that whoever wrote it was thinking of it as a Spooky Evil Spell For Evil Hellknights Bringing In Devils-and-such To Help Fight

ah so the spell is stereotyping. fascinating stuff pathfinder book makers. for all we know all… Hellknights… are innocents.

in slight fairness, the name “Hellknight” was originally a pejorative applied to them by people criticizing them, rather than a declaration of allegiance to Hell

in less fairness, many of them are loyal to Hell and/or House Thrune,

in fairness devils are very much defined by being lawful evil, and will become different creatures if their alignment changes so it is actually an Evil Spell
